There has been a new report indicating that The Rock won’t be appearing at either the Royal Rumble or Wrestlemania this year.
In the new issue of the Wrestling Observer Newsletter, Dave Meltzer stated that people close to the situation don’t expect The Rock to appear at either show, however The Rock has left the door open in doing something in the future.

Meltzer also went on to mention that WWE releasing new merchandise for The Rock is more to do with the 30th anniversary of Raw rather than the star returning at the Royal Rumble.
“Those close to the situation have noted WWE coming out with new Rock merchandise, but said that is more related to the 30th anniversary of Raw.”
“We were told that unless he changes his mind in the next few days, since a deadline for Mania plans is coming, that he’s indicated he won’t have time to get into the kind of shape he feels he needs to be in to do a main event match with Roman Reigns, but kept the door open for something in the future.”
